She's made to fit in the August Rye universe, hence all the runes. The Valkyries in this universe are more along the lines of humanesque women training them to defend themselves from demons. They practically gave birth to the Protectors faction, which is a loosely-linked group of independent demon hunters all over the globe who are more interested in defending themselves from rather than attacking demons, like the D.O.

30 characters - Regine the High Valkyrie
Thought I'd post this here, as I thought she turned out pretty great.
I've actually been thinking today about sitting down and designing and figuring out what the runes actually literally say. The runes are an ancient, nearly dead demon language that's been in existence since the primordial spirit days - it's as old as the Reaper and the Songstress, which is old. The language has powerful magical properties when used correctly, but they cannot be used for offensive spells - only for defense. Since the modern-day demons are rather power hungry and territorial, they've abandoned these rune spells in favor of more powerful, offensive magics. The only ones who use the language these days are the Valkyries, for their defensive spells, and the members of Wall and Garden, who both use the defensive spells and are insistent on holding onto this last remaining relic of the ancient world.
